GE2025: Nine key points from the PAP Manifesto

“WE WILL always put Singaporeans at the centre of all we do,” said Prime Minister Lawrence Wong when he unveiled the PAP manifesto, Changed World, Fresh Team, New Resolve – Securing a Brighter Future for You this week (17 Apr).  

“We will serve you, support you, stand with you,” he emphasised. 

The PAP is committed to securing a brighter future for Singaporeans as part of General Election 2025. Here are nine key takeaways from our GE2025 manifesto:

1. A Dynamic Economy

We want a Singapore with opportunities for all.  

We will support PMETs and strengthen safeguards for fair employment, including through the Workplace Fairness Act. We will support SMEs to restructure and grow by making it easier to access manpower and capital, and ease cost pressures with measures like the Progressive Wage Scheme. 

We will adopt new technology faster, to keep Singapore ahead of the competition.  We will secure clean energy, and keep investing in world-class transport and digital infrastructure – we will grow an economy that generates jobs and opportunities for all. 

2. More Pathways for Dreams 

We see the need for different definitions of success – and are building pathways to get there.   

We have revamped the education system to focus upon the joy of learning. Subject-based banding, which caters to the different strengths and interests of our students, has replaced streaming. More special education schools will be built. 

We are strengthening SkillsFuture. This is helping every Singaporean upskill, and with the SkillsFuture Jobseeker Support Scheme, helping Singaporeans who have lost their jobs bounce back.

3. Cost-of-Living Support for every Singaporean 

We have actively shielded Singaporeans from the rising global cost of living and will keep doing so. 

Households will have help for as long as necessary. This includes CDC vouchers, cash payouts and U-Save rebates.  

Parents will have more parental leave and lower pre-school fees, with large families getting more focus. 

Persons with disabilities will have more generously subsidised adult disability services and more community living models for independent living.  

4. For Seniors — Financial Security 

Seniors will have financial security for their golden years. We created the Majulah Package, enhanced WorkFare and are providing matching top-ups to your CPF.  

We are also raising the retirement age to give seniors who wish to continue working more protection under the law. Senior worker CPF contribution rates are also being increased, and we are co-funding wages so that employers have incentives to have seniors on the payroll.

5. More Affordable Healthcare and Better Health 

We will keep making healthcare more affordable. 

And equally importantly, we will keep Singaporeans in good health all their lives. We have Grow Well SG for children and teens, Healthier SG for adults, Age Well SG for seniors and innovations like the Queenstown Health District 

For a stronger healthcare system, we are adding 13,600 more beds in the next five years. A redeveloped Alexandra Hospital and the new Eastern General Hospital are coming. 

We are also improving mental health support. A National Mental Health Office is coming too, as are more mental health services for different needs. 

6. More Affordable Public Housing 

We will build over 50,000 new flats over the next three years. That is equal to an entire new town. More public housing options for higher-income couples and singles are also coming, We will also rejuvenate HDB towns through schemes like the Voluntary Early Redevelopment Scheme (VERS). 

We will act decisvely to foster a stable and stable housing market. 

7. More Sustainable Living 

Climate change is the great battle of our time. And the PAP is the only political party in Singapore taking tangible action against it.  

We are on track to net zero carbon emissions by 2050, and we are building 25 new parks and 50 km of park connectors across the island. And for blue spaces, we work on the Long Island project and the Greater Southern Waterfront. That means integrating flood resilience, protecting Singapore’s shorelines and creating beautiful waterfront living for Singaporeans. 

8. Arts, Culture and Sports – Everywhere for Everyone 

We are bringing sports closer to Singaporeans — from Kallang Alive with its new indoor stadium, to new sports facilities in towns like Clementi, to upgraded ones in towns like Pasir Ris. 

We are supporting and growing the arts as well. We are expanding the SG Culture Pass so that young and old alike can have cultural experiences. More art apprenticeships and scholarships are coming to support artists, as is the new Singapore Design Museum which will spotlight Singapore’s most significant fashion designers, architects and urban planners.  

9. A United, Stronger Singapore 

Singapore must continue being a place where Singaporeans feel at home and valued. 

We will uphold our multi-racial and religious society, bring communities together and keep Singapore a rare oasis of peace and harmony. We will connect donors and volunteers to those in need.  

Our Singapore will be a shared place which leaves no one behind.
